CM Charter
The Charter of the Cumberland Mountaineers wrote:
Cumberland Mountaineers (CM)
Chapter One - Oath of Loyalty
1.1 All soldiers of the Cumberland Mountaineers (CM) have, by their service in the CM, accepted this as their own word and promise and may be tried for treason for breaking said oath. They swear this oath in Fealty to the County as represented by the Count and his council, the Captain, and the Knight Commander.
1.2 We, the soldiers of the County of Cumberland, do solemnly swear true faith and allegiance to the Charter of the Cumberland Mountaineers as by law established, and swear that We will be faithful: to the citizens of Cumberland, so they may never be distressed; to our Kingdom and its leaders, so they may never be unheard; and to His Majesty King Long John Silver, his heirs, successors, and appointed Regent by vote of England, so that the Land we live in may be strengthened. We swear that we will faithfully perform the duties our office lays upon us. We swear to follow all aspects of the Charter and our commanding officers, and to always represent the Cumberland Mountaineers and Cumberland itself with honour. We will loyally observe and obey all orders of the Leaders of Cumberland and our superior officers, as meant to bind us to the welfare of our county and it's citizens. We will cause peace to be preserved within our borders, and We will prevent to the best of our powers all offenses against the peace and rights of our great country; and We swear to utilize the proper methods to assure a fair resolution to any and all needs of our country. We will never do anything that counters the Cumberland Mountaineers' duty to help protect, serve, and encourage the growth of the towns, county and England. We will, to the best of our skill and knowledge, carry out all the duties placed on us to serve faithfully according to law and the citizens the law is meant to protect. We accept this oath to the Cumberland Mountaineers as our true, and honourable, word, and acknowledge that as a member of this glorious guard, we accept we are bound to this word, and may be tried for any behaviour violating this oath. May we forever serve Citizens, Country, King, Counties, Towns, and militia with the utmost rectitude and steadfastness.
1.3.1 At every council election all soldiers of the Cumberland Mountaineers will report to a roll call and verify their enlistment and once again swear to act by the oath
1.3.2 An enlistment period is equal to one council term
1.3.3 Any soldier who has served less than half a term is credited with ½ an enlistment period
1.3.4 Any soldier who has served for three enlistment periods may be credited with the Rank Distinction of Veteran
1.3.5 A soldier who has earned the distinction of Veteran may bear that title even after retiring from armed service with the Cumberland Mountaineers
1.3.6- Former members of the War Council will be given the honorary title of "Veteran Officer" and will have the privilege to have the power to advise the War Council on warfare and other army matters.
1.4.1 A soldier may not retire him or herself from the army prematurely before the expiration of his contract, unless permitted to do so by members of the War Council. He should express his desire to do so by a PM to the captain.
1.4.2 Any soldier who retires him or her self prematurely without permission may be tried for treason in Cumberland Courts of Law.

Count(ess)>Captain>Chief Commander>Town Commanders> rank and file
3.4 The Captain of the Mountaineers, as appointed by the County Council, should be a member of the Mountaineers. Should such be untenable in the current term, the Captain as appointed by the County shall act as Council liaison to an Interim Captain of the CM, chosen from the hierarchy of the current chain of command, in the order: Chief Commander, Champion of Cumbria, Paladins, Town Commanders, and other High Command officers. Precedence should be granted to the most experienced officer of such ranking. The Interim Captain shall assume all duties related to the administration and command of the CM, but shall report to the Council-appointed Captain as well as the Duke/Duchess. Should at any time in said Council's term a Captain be appointed who is a member of the Mountaineers, the Interim Captain shall immediately resign his or her commission and resume his or her former rank and duties.

8.3 The Champion of Cumbria shall be willing to act alone or in military groups.
8.4 The Champion of Cumbria shall retain a sword and shield.
8.5 The election of the Champion of Cumbria shall take place every 2 months, a public poll being displayed.
8.6 Every soldier may vote in the election.
8.7 Nominations are to be recommended by other members of the army.
8.8 The Champion must retain the rank of officer in order to be nominated.
8.9 The special ranks of Chaplain, the current Knight Herald, and Paladins are eligible as well.
8.10 The Champion of Cumbria will serve a two-month term and will be added to the War Council (High Command).

8.11.1 A nomination period for the Champion of Cumbria shall begin five days before the end of the current CoC’s term
8.11.2 Voting for the next Champion of Cumbria shall take place the 5 days following the end of the most recent CoC’s term.
8.11.3 No soldier may hold two consecutive terms as Champion of Cumbria, but all soldiers may hold unlimited terms as Champion of Cumbria
8.11.4 A Champion of Cumbria’s term is equal to that of the County Council’s Term.
Chapter Nine - Promotions
9.1- An action leading to a promotion does not have to be an in-game one. It can be a special recruitment drive, or an important paperwork done by the soldier on behalf of the army. These are designated as ‘Voluntary’ Actions.
9.2-Only the Chief Commander may promote a soldier to ranks when the soldier does not meet the rank requirements (With Captain’s approval). This may only be done for exceptional service or in times of need.

10.2.2-Soldiers should post in an army thread assigned to their town’s brigade to maintain a record of their actions. The individual Town Commanders should seek to maintain such threads, in the army barracks (forums)
10.2.3-Soldiers should fill out the standard Action form and post it in the designated location. The Archivist will then see that it is added to their soldier file.
10.2.4-The War Council may establish a minimum wage for soldiers in action, or determine more specific rules in regards to wages
Re: CM Charter

11.2 If the High Command does not deem the soldier worthy of service in the CM, he will be removed instantly and stripped of his rank.
11.3 If a soldier is expelled from the army, he may not apply again for 2 months.
11.4 If a soldier is readmitted in the army after expulsion, he will NOT regain his previous rank.
11.5 A quest may be required by the Captain before readmission to the army.
11.6 The Captain may remove a soldier from the membership list provided he has suspicion the soldier is spying on the army: he will nonetheless post a court-martial where the soldier will attend by PM.
Policy: 11.6.1-All punishments for treason are to be determined by the War Tribunal and carried out by the Public Prosecutor and Judge in Cumberland’s Courts of Law

11.7.5-A soldier found to be working as a spy within the ranks of the Cumberland Mountaineers during a time of combat (especially for an enemy of the Cumberland Mountaineers currently engaged in combat with the CM) may be executed by Cumberland Mountaineers soldiers on a node within Cumberland or by hanging by County Courts
Chapter Twelve - Absence Without Leave / Dereliction of Duty Policy
Adopted September 1456
1. Monthly roll call is mandatory.
2. Failure to post to roll call within the first 5 days of the month (and I'm guilty of this too!) will, beginning in October 1456, result in one demerit (the Captain/Admin can add these via the board's "warning" system).
3. Missing the month's roll call entirely will (beginning with 9/56 roll call) result in loss of one rank and de-activation (account set to "member," thus blocking any sensitive information access) until the soldier checks in with TC/Captain.
4. Missing second consecutive month's roll call will (beginning 10/56, and including 9/56 roll call) will result in AWOL status, to include de-activation as above, three demerits, one rank demotion, and ineligibility for rank promotion for a period of three months...IF the soldier re-activates *within* five days of that AWOL listing/notification.
5. If the AWOL soldier does not re-activate within five days of notification (see #4), he/she will be dishonorably discharged from CM, and ineligible for re-enlistment for the period of one year from date of discharge.
6. Please note that characters marked in-game as being "in retreat" are exempt from the above penalties, with the exception that they will be de-activated until such time as they come out of retreat and check in with TC/Captain. Soldiers going into retreat are asked to notify their TC or the Captain beforehand if possible, to avoid miscommunication.
Chapter 13-The Bailiff
[This applies in the event of creation of the Capital.]
13.1 The army is to elect the Bailiff of the Capital, who serves as the Town Defender of the Capital and it’s protector
13.2.1 Nominations shall come from the War Council
13.2.2 Votes shall be counted from the War Council, County Council, and soldiers who will serve within the county capital
13.2.3The Bailiff of the Castle shall serve indefinitely until such time as the War Council calls for a new election.
13.3 The Bailiff of the Castle shall reside in the Capital.
13.4 The Bailiff of Castle shall retain a place on the War Council.
13.5 The Bailiff of Castle must be selected from those who has achieved the rank of Knight or higher
13.6 The Bailiff of the Castle shall see to the defense of the County Castle by whatever means prove necessary
Re: CM Charter
Approved February 29, 1456
Chapter 14-The Alert System
14.1 The Captain shall maintain the alert system for the Cumberland Mountaineers
14.2 There are 4 levels of alert :
14.3.1 Green ; when the county is at peace.
14.3.2 Yellow ; when some armed bands are reputed to be roaming the lands or when a town is reported to be assaulted
14.3.3 Orange ; when a town hall is taken over ; when an enemy army enters the county
14.3.4 Red ; when the army reaches the status of total war, and readies itself to wage it.
14.4 When the level reaches the "Red" status, every soldier (especially soldiers billeted in other towns) should check the captain's thread, where orders will be issued.
Chapter Fifteen - Honorary Ranks and Veterans
15.0 - By CM informal tradition, honored former members ("Veterans"), as well as previous Captains, Chief Commanders, and Champions of Cumbris, were granted the rank of "Knight Bachelor." In keeping with avoiding overlap with the ranks of other forces, the High Command has eliminated the wording of "Knight" in all CM ranks.
15.0.1 - Effective immediately, the former position of Knight Commander is renamed throughout this Charter as Chief Commander.
15.1 - Former Knight Bachelor ranked veterans shall be designated as such:
15.1.1 - Currently active CM who are former Captain, CC, or CoC:
Science Way = Chief Medic (followed by current rank)
Church Way = Military Chaplain (followed by current rank)
State Way = State Liaison (followed by current rank)
Army Way = Chief Strategist (or Tactician) (followed by current rank)
Level 2 = Revert to current rank
15.1.2 - Honorary KB/Veterans:
Science Way = Veteran Medical Advisor
Church Way = Veteran Spiritual Advisor
State Way = Veteran Diplomatic Advisor
Army Way = Veteran Strategic Advisor
Level 2 = Veteran Advisor
15.2 - Additional Honorary Ranks

Re: CM Charter
Vala wrote:This list notes the various changes, adjustments, addenda, amendments, and so forth to the CM Charter document.
I am beginning this documentation so that we may actively incorporate these changes as adopted by the Council and/or High Command into the body of the Charter itself, yet be apprised of what those changes entail. This is done in the interest of clarity, as the current number of addenda and such are overwhelming the simplicity of the Charter itself in this forum, and may prove a source of confusion or disagreement should it continue in this manner.
This is a running list, which should be kept current by future Captains. Please note the type/description of the change, date adopted, and what section of the Charter was adapted. These should be posted under the Captain's name for accountability.
System adopted by Captain Valerya (Vala), September 1456.
The system adopted by Captain Valerya will remain in place on the new forums. The following posts are amendments to the Charter.
